How about the 70's or the 80's look?

I LOVE the 80s party idea. Been to a few. Tons of fun.

Some other ideas:

-Mardi Gras (ok, not so original)

-Come as your favorite celebrity

-Plan a scavenger hunt. Split the guests into teams and have everyone running around town completing silly tasks and bringing back souveniers.

-Choose her favorite tv show, and have everyone come as a character from the show

-Casino Night (again, not original, I know. But fun!)

-Toga Party!

Best costume party ideas I've been to:
1. Come as your favorite SNL character (a friend and I went as Ace & Gary, the Ambiguously Gay Duo)
2. Come as your favorite dead person party (I was Old Yeller, my friend was Andy Warhol)
3. Tacky party. Everyone dresses tacky (ladies, think dresses with zippers and halter tops, gents, dig out those old MC Hammer pants), and serve twinkies and Slim Jims as hors deuvres

The SNL party was absolutely the best, but they were all good.

You could do the 80's theme. Everyone has to be in really good 80's clothes. Go all out. Check out 80's pictures from the net to get really good ideas.

Or...

Have the guys dress as women and the girls dress as men... really fun and funny.

How about a party themed to the year she was born? Go online and find out what was going on that year.

I had a friend where we made her birthday a "prom"........but the kicker was that no-one could spend more than $40 on the outfit. So we all had to shop for our "prom" dresses and tuxedos at goodwill, re-sale shops, ebay, etc. The outfits were hysterical. Shoes did not match, dresses and tuxedos did not fit......fun, fun, fun.....we still laugh about it.....our hair was a mess as we had to do it ourself.........

You can make your budget $22........in honor of your friend.

Also, we decorated the party like a prom...........and invited a photographer for pictures........it was one of the best times I have ever had.........

Have a party on one of the cruise or ferry cruising to an outer island near by so it wont cost too much but fun on the ocean.

Good luck.

Make it based on the "Monkey Business" theme of the Black Eyed Peas. It's awesome.
Or choose her favorite band/singer, and use their CD theme as your party. Good luck ;)!

You could do a 80's party which would be really cool. You could take aquanet bottle of hair spray and put the invites on them (aquanet really big in the 80's)

You should have a super hero party. theyre so much fun you have every one come as a super hero that they make up. We had a guy who called himself "super-fly" one year, he came dressed as a giant zipper with a summer sausage inside. Hilarious, if somewhat adult themed.
