flowers or candles or both. sometimes simplicity is elegant.
if it were a banquet table, i'd probably have more to suggest.
party favors: decorations,of coarse, noise makers, party hats, door prizes, and a live band.
a nice party punch: 1 can frozen orange concentrate, 1 can water, 1 can 7up, i can vodka, i egg, 1 scoop of ice cream.
blend together until it looks like a milkshake and pour into punch bowl. repeat as many times as necessary.

Make fun centerpieces - how about framed pictures of hubby at all stages of his life? Mix them with some fun toys (matchbox cars if he likes cars, toy planes, golf balls, airplane size bottles of booze, etc) that bring out his personality. All will be conversation starters -- which is half of what you are looking for.
For favors make some CDs to give out with his favorite music or the year he was born - actually usable and cheap to make too. Can be placed in an envelope at each placesetting if you are doing formal.

Since he is turning 50, why not a 50's themed centerpiece? You can find them in the Party City store in your area. For favors you could give away fuzzy dice or serve the drinks in coca cola glasses they can take home. You can often find these glasses at the Dollar tree store.

Flowers and pre-made centerpieces can be really expensive, believe me I know it! I think the best bet is to use natural things you can find in the kitchen, grocery store, or outside your house. I would take a pretty flower vase that you already have and fill it with different colored beans. Use red beans, white beans, and maybe put green food coloring on white beans to make green. Layer them in the order of the Italian flag. Pretty and easy! Cranberries floating in a bowl with water is really beautiful. Put a few floating candles and light it, even better :) Another good idea is to take a vase and put clear Christmas lights in it (try to use ones you already have to save money) then fill with potpourri, cranberries, or any kind of dried fruit/veggie. Potpourri is the best bet because the lights slightly warm the potpourri and it makes the whole house smell great. Hope that helps!

For the centerpiece you could make chocolate candy bouquets or wreaths. There are instructions at http://www.chocolate-candy-mall.com/chocolate-candy-bouquet.html You could use something as small as a mug or as large as a basket, depending on the size of the tables.
For the favors, I like the idea of personalized candy bars. My sister got those for her husband's 50th - very cute. For those and other favor ideas try http://www.chocolate-candy-mall.com/chocolate-candy-birthday-favors.html
Hope he loves it and is genuinely surprised. Hard to pull off. ;)

How about fire extinguishers to help put out the candles? Just kidding - what is he interested in? Hobbies, work, etc. That would be a good start. Don't get mad, my husband already had his 50 and 55 but we had an informal backyard bar-b-que.
