You have 3 National Forests near you where free dispersed camping is allowed almost anywhere in the forest. They also have cheap primitive campgrounds.
To your north is the Allegheny National Forest.

To your south is the Monongahela NF.

To your southwest is Wayne NF.

In your area there are a lot of Corps campgrounds which are cheap.

I've camped and backpacked for 30 years in WV and PA and could give you lots of suggestions if you can be more specific. How "secluded"? There are plenty of free places to camp if you don't need running water or other "civilized" amenities. The PA department of Natural Resources pulbishes a handy map of all the state recreation areas that lists the facilities at each. Any place with pluming, electrical hookups, etc. will cost at least a little bit and won't be what I consider "secluded."
Add an edit with some details and I can give you a better answer.

Rick, Clear Creek and Cook Forest are right near there; I'm from around the 'burgh too (N.Ken).

Clear Creek State Park is located at:
38 Clear Creek State Park Rd., Sigel, Pa.
814-752-2368

Per the DCNR: Clear Creek S.P. is set along the Clarion River, Clear Creek is a cozy getaway and a canoeist's paradise. Bring your own canoe or rent one from a local livery and enjoy the 11-mile trip from Clear Creek to Cook Forest State Park. A quaint campground and rustic cabins nestled among ancient pines make this park a perfect place to spend a SECLUDED vacation.

They have rustic cabins, rustic camping, picnic pavilions, a beach for swimming, fishing, hunting, and also hiking trails.

When you go to any of these state parks, you can pick up recreational guides for pretty much everywhere in PA.

Search the web for a State or National Forest with Camping. I went to one just north of the Macinaw Bridge in Mich and it was a donation of maybe five bucks to camp there. And there was only one other camper there out of maybe 50 spots.

Also, you should try Old Man's Cave SP in SE Ohio. Ever been? It's amazing, and they have really good trails to hike. But if I remember, it's not that secluded unless you do group camping, which i think is 8 or more people.

I have camped all across the states. Although I have never camped in your area, I am sure there are national parks where you can camp for little or nothing. It would help to know if you will be tent camping, if you are looking for primitive camp areas or if you are looking for hookups for a camper. Do you need showers. Often camping near a river will provide water for a shower or sponge bath. You may want to look into the Pittsburgh area national forest lands maps or inquire on google.

If you can't find anything else, try this site:
