I am over wt esp on top waist up. Now my knees have arthritus and i can't over do and my legs ache lately. Please if you have any ideas?

Is there a way to join a swim club or the local Y (for the pool)? Water walking is beneficial and easy on the knees. In fact, I had joined a club and was working out in the pool classes. It was hard work!
Talk to your doctor and see if he/she has some options for you.

Moderate walking can help, but water exercises are best for anybody with joint problems.
