You can buy those glow sticks at the $2 store - you know the sort - you crack them - you can throw them in the pool and they float - they look really cool - some have little connector things and you can make multicolored glowing circles on your pool.
The projector would be fun - but everyone would probably be more interested in the pool - see if you can get some really cheap - or borrow some huge floating mats for the pool - or floating chairs - then you can watch the movie from the pool - you have to have water guns - you know - make paper targets and float on paper or plastic plates on your pool - shoot them for points - water ballon throwing games could be fun too.
What about water polo balloon volleyball type games - use the giant balloons like from Toys R Us and have about 10 of them - makes for lots of laughter and fun.
Don't forget some people don't like swimming or are self-conscious about being a swimsuit - so you may like to have a "alcohol free cocktail bar area" for people to chat and sit out any games they don't want to participate in. Or have some land games too - such as a huge table with heaps of bottles of different colored soda, pieces of fruit (pineapple wedges, orange wedges, cut up strawberries), straws, tiny paper umbrellas, food coloring and let the guests create their own cocktails. This also works really well with dessert - have heaps of different tubs of your favorite ice-creams - have different syrups (chocolate, strawberry, caramel, maple), a massive bowl of M&M's, a massive bowl of mini marshmallows, a massive bowl of cut up fruit (banana and strawberry) and a big bowl of crushed nuts - have a few cans of whipped cream. Let your guests create their own amazing desserts - this is fun AND delicious!
Here are some really fun and HILARIOUS games:
Chocolate Baby.
You will need - a large block of nice chocolate - put it in the freezer the night before so it is really, really hard. Everyone sits in a circle and you have the chocolate on a large cutting board in the middle. Near the chocolate is a knife and fork and a baby's bib. Guests take turns rolling two dice. Whoever rolls a "double" runs to the centre of the circle and puts the baby bib on, they grab the knife and fork and try to cut pieces off the chocolate and pick it up with the fork and eat it. They continue until the next person rolls a double and runs to the centre. You keep going until all the chocolate is finished - the winner is the one who eats the last piece of chocolate. (have a prize - a chocolate bar - ha ha)
Chubbie Bunnies:
Have a massive huge bowl of marshmallows. All the party guests sit around the bowl. Each guest takes turns to put a marshmallow in their mouth and say "chubbie bunnies". they must not swallow or eat or spit out the marshmallow, they must keep it in their mouth. (yes it will start to melt and dribble out - especially if you are laughing). Keep going around in circles until your mouths are bulging with marshmallows and you are trying to say chubby bunnies without spitting out all the goop or swallowing it. The winner is the one who can fit the most marshmallows in their mouth and still say "chubby bunnies" so everyone can understand them. (yes, you do need a bucket nearby - can be pretty gross when everyone starts spitting out the marshmallow slop).
Flour Power:
You need a large bowl and a big sack of flour. Put the flour in the bowl and press/pack it down hard so it fills the bowl completely to the rim. Lay a plate on it and flip it over, then gently removing the bowl (like making a sand-castle) - you will have a flour shaped mound. Gently sit a ring into the centre of the flour mould. (just a cheap one - not your mom's wedding ring!!!). Every guest sits around the flour mound. Roll the dice. If you get a double you go to the flour and using a big knife and your LEFT hand (or right hand if you are left handed) - you gently slice a piece of the flour off. Guests continue to take turns slicing. If the rings falls into the flour the guest who made it fall has to get it - with their TEETH! They usually laugh and flour spurts everywhere. Of course they have to get a prize for this! You can have two piles going at once if you like.
That's all I can think of right now - that costs very little - have a great party - hope my ideas were of some help.

Create a night at the movies. Take a mix of cool music videos or a good movie and project it it front of the swiming pool so people can swim and watch the movie at the same time.
I would also get up a mocktail bar. Go to walmart or target and get some cool and different drinks (target has sparkling pink lemonade in a champane bodel for about 5 bucks) next go to the dolar store and buy a set of cheap martini glasses.

Try putting up lanterns, the really look good in the night.
Mabye a treasure hut in the dark. telling scary storys. thats all i can think of

Make it a luau theme and buy leis and decorate with torches. For dessert, do make-your-own ice cream sundaes with whipped cream and all the fixins- everyone loves that.
