Not sure where you live so I don't know what's around you, but I live in Virginia. I work at a museum (that features live animals) and we have kids birthday parties all the time. For one price, our party packages include admission to the museum for the party guests, a decorated party room, and a 10 minute presentation with a live animal of the party child's choice (most pick snakes, but some pick the skunk, turtles, frogs, or opossum).
If you have a children's museum in your area, check there for party packages. Or try Chuck E Cheese's, although I think they're expensive sometimes when you add in the games. Probably on the lines of Jeepers.
Most young kids that age though enjoy parties at McDonald's, although that may not be the best choice if you are trying to lead a healthy lifestyle.
Of course, you don't have to have the party out and some fancy place, you can always throw one at your house. Buy decorations, set up some age friendly games, and make some kid friendly food, buy or make the cakes, and you're good to go!

Honestly, I have 4 children - the best parties are the ones at home - done to his favorite theme - ie. Buzz Lightyear, Spiderman, whatever. If you aren't a great cook, lots of party hire places do catering as well - and you can hire cheap trestle tables and mini kids chairs. The internet has an abundance of products available as well as game and theme ideas. It will save you so much money and the party will be talked about for a much longer time. It also means he can really be involved in the party preparation which he will love.
I have done: Wizard of Oz, Buzz Lightyear, Hulk, Peter Pan, Fairy tales, Bananas in Pyjamas, Teddy Bear Picnics, Winnie the Pooh, Lilo and Stitch (that was a really fun one). The options are endless.
Just sit with him and pick his favorite character / movie ie. Disney Cars, whatever. Then go online or to a party store and get all your supplies. First step - use the computer or buy some themed invites and get the invites out then start planning the best party. If you don't feel confident preparing games, get a family member to be in charge of that for you, or hire a jumping castle that is suitable to the theme. He is only 3, so he will love that.

I don't know if you have a place called pump it up in your area but if you do definitely a place worth looking into. My children love the place. Not sure how to explain but basically you get to have a private party in a room filled with bounce houses, slides, obstacle courses and more. All air-conditioned (good thing in California). After bouncing to sear exhaustion the kids and adults (adults play too) go to another private party room that is decorated by staff and get to have cake, ice cream etc. (cake and ice cream not provided) and open presents. Best part staff clean up after party, you go home everyone takes nap.

At 3 years old, the party should be more focused on him, not the guests. He would so much more enjoy a party at his home, with just family and friends.

i'm partial to events at abode. My daughters renowned element is each 12 months i purchase one in each of those small helium tanks at Wal-mart and top off the room with balloons she is 5 now and we've accomplished it because she grew to become 2.

i had my little boy's party there he loved it!
you don't have to worry about cooking food or cleaning up! you can also sometimes find coupons in the newspaper or Internet.
