If one of those men have genital herpes then yes, the other person can get genital herpes from him.
Genital herpes is spread by sex (vaginal, oral, and anal) and by DIRECT skin to skin contact with the infected area.
Even if the person wasn't showing any signs or symptoms of the virus (like an outbreak) it is STILL possible to spread the virus.
