You need to go and see a doctor as soon as possible who will be able to assess what the problem is. Depending on how big the laceration is you may need stitches and also the toe will need dressing.
When a wound is red and swollen this can be a sign the wound is infected so the doctor may prescribe some anti-biotics that work very well for the peripheries (hands and feet).
Diabetics have to be extremely careful because often the immune system does not work very well and also circulation is not always brilliant. Also diabetics can have what is called peripheral neuropathy which basically is a lack of feeling in the feet. This means that a diabetic could cut themselves and not be aware they have done this. Always wear good footwear and do not walk around barefooted. Always check your shoes have no stones in them. Be careful not to wear socks that are too tight etc. Be careful to test the temperature of bath water before you get in.
Diabetics should really have their feet checked regularly (every six weeks) by a registered podiatrist.
Do not leave your toe to heal on it's own - it could get worse - you need to be very diligent about any cuts or sores.

You need to get your feet looked at and make sure you are keeping your blood sugar level controlled. I can tell you from the 8 years I have been a type 8 diabetic, that your feet, and the TINY hairs on your toes will tell you alot!
My foot doctor that I go to about every 6 months, removes the calisas from my feet, and checks for neuropathy... Your feet, your eyes, and your kidneys are VERY MUCH at risk to start givining you trouble ..... Use neosporen (sp) and keep your feet happy, before they start cutting them off. My grand father was completely untreated in the 70's, and they starting snipping toes off, then feet, then knees, then legs, then poof. Died from Diabetic complications... Your red swollen toe could just be sore from injury, OR it could be a sign of something MUCH MORE important!

Lightly cover the laceration with a sterile gauze. Do not soak or put neosporin on it. See a doctor immediately. Go to the emergency room of a hospital if you have to.
This is serious and could lead to toe amputation if not treated properly.

See a podiartist. With diabetes you have to be careful of wounds on the feet, due to poor circulation. Some of these wounds don't heal very well, especially on their own. I was trained as a medical assistant and temped for a podiatrist. I have see what diabetes can do to the feet and it is very scary. Don't mess around with it. Good luck.

if you have a open sore get some tea tree oit they sell it at wal-mart in the vitiaman section soak your foot dry it off then put some of the tee tree oil on it it will take the pain away and help it heal as diabetics dont heal fast if not better after 3 days of this go to the doctor hope this helps:O)

I would run clean water over the area to clear it of any debris, and then cover it LIGHTLY with gauze. If it looks bad, go to the ER. If it looks like it's just a scratch, call your doctor on Monday. Since you said it's swollen, though, that doesn't sound good. Unless you don't mind losing a foot, I would get yourself to the ER.

when you are diabetic the first thing you do with something like in your feet is head for the doctor as fast as you can. its very important cause feet are furtherest from the heart and it takes long while to heal. so hurry

See a doctor. Never mess around with infections in the foot when you have diabetes.
If you do soak your feet, never soak them in hot water. It is very easy to burn your feet, especially if you have neuropathy. Tepid water is best.
