Herpes sores are filled with a clearish fluid, there is NO puss. Sometimes the sores can bleed, so there can be a mixture of fluid and blood. Herpes sores are EXTREMELY painful, especially the very first outbreak.
If there is puss coming out of a bump or sore, then it is most likely caused by acne in the genital area or even shaving. Shaving the genital hair can cause ingrown hairs which can get stuck underneath the skin. Bacteria and puss can build up in the hair follicle.

If it was herpes, and you did not think you had herpes before, It would sting bad when you pee. Also they would be more open sores, rather than just an oily mess like pimples.
I work at a government STD clinic, and see it all the time.

There is no definate way you could find out without a blood test.
If you have had unprotected sex you are at risk from a lot more than just herpes.
