Condoms are never 100% effective. Condoms can break, leak, tear, etc.
According to Planned Parenthood:
"Of 100 women whose partners use condoms, about 15 will become pregnant during the first year of typical use. Only two women will become pregnant with perfect use. More protection against pregnancy is possible if condoms are used with a spermicide foam, cream, jelly, suppository, or film."

Ejaculate will NOT seep through a perfectly intact condom.
When a man wears a condom, it is best that he NOT pull out quickly to ejaculate. This can lead to MORE condom failure because when you pull out fast, the condom is more likely to slip off or tear. It is best that he stay in when ejaculating. Then he needs to withdraw while still erect, gripping the base ring of the condom firmly, so it does not leak.
A lot of people have this mental block that make them think that if the man ejaculates into a condom while inside the vagina, it still seems like he's ejaculating into the vagina. That is not the case: HE IS EJACULATING INTO A CONDOM! That is the whole point of wearing a condom -- it keeps semen out of the vagina (and vaginal fluid out of the penis).
JamesL, the stat that Alli cited states that 15% of women will become pregnant per year of TYPICAL condom use. This includes condoms failures and mishandlings like "Don't worry honey, I'll only put it in for a second, then I'll put the condom on." Per year of PERFECT condom use, only 1 or 2 women per 100 will get pregnant (that's because some condoms do slip or tear even when handled properly).

i've never heard of a girl becoming pregnant when using a condom consistently and effectively, i'm sorry alli but i'll have to disagree with you on this one, out of 100 women who use condoms, i don't think 15 will become pregnant through perfect use of condoms, even when ejaculated inside.
