I grew up with 18 first cousins (all within a 12 year age span)and we played a zillion games together. They had to be games for both the big kids as well as the little ones (since the big ones were responsible for the little ones)

Outdoor: kick the can, kickball, ghost in the graveyard, freeze tag, touch football.

Indoor:
** spoons - get cards with sets of 4 (like all 4 aces) for each person playing. place spoons in the center of the circle, 1 less than the number of persons playing. shuffle the cards and pass them out. everyone passes 1 card to the right at the same time. once someone has a set of 4, they grab a spoon. the one who doesn't have one is out, take one spoon out.
** killer - get one card for every person playing, include the ace of spades. sit in circle and pass out cards. the person who gets the ace is the "killer" and has to try to make eye contact with everyone and "kill" them with a wink. after they are killed, they flip their card over. if you know who the killer is before you are killed, you can out them. game over.
** in between - betting game. can be played with pretzels, candy, or pennies as well. everyone antes up. pass 2 cards to everyone, face up. person to right of dealer bets if the card he is dealt will be in between the ones he has. if you have a 3 and 5, you only have to put in minimum bet, but if you win you get the pot. if you get the same card, you bet higher or lower. you can bet pot any time.

You can buy 3 witch hats from the dollar store. Take thick paper plates and cut out the middle so you make a ring. Make 3 three rings. Put some small priczes along the rim of the hat. Put he hats in a row vertically. They players have to stand behind a line and get 3 rings and try to ring the top of the hat. If they get it they get to pick a prize on the hat brim. Give a Halloween candy to the losers so everyone gets something./ You can do the same thing but instead buy different types of halloween containters like cauldron, a pumpkin pail, and halloween bowl. Just use a bean bag or what ever to throw in the the contaners. Put prizes in the containers. They stand behind a line and toss the bean bag into the container. You can play musical pumpkin. Buy one of those small pumpkins at the grocery store hand size in the vegetable ilse. Then everyone sits in a circle. Put a container with halloween candies in the middle. Some plays music and while it plays pass around the pumpkin. When the music stops whoever is stuck with the pumpkin is out but gets to take a candy from the bowl in the center. The last person wins a bigger prize. Halloween fishing. A fun game for toddlers is, buy a plain plastic shower curtain at the dollar store (not clear). Decorate it with halloween pictures, drawn or cut outs you can buy. Just tape them on. Pin the nose on the pumpkin. You can buy these ore easily make them. Halloween pinata.

Games should also include creative activities. Check out Micheal's or AC Moore for arts and crafts ideas.

My favorite, if there are less than 10 children and they are generally over 6 years of age, is to buy white Ts and lots of paint- you will save on having to make goody-bags since the kids will have these Ts to take back, plus it will keep them busy for some time.

how about a pinata?
I would go to a library (or the internet) and research some unusual ideas for kids parties. ONe site has "american Idol party" How about
redlight/greenlight.
relay races,"Simon says" Have fun with the planning and the party :)
