Any kind of party or get-together where guests can be expected to use the bathroom [i.e., any event in your home that lasts longer than a drop-in half hour!] should have the family towels put elsewhere for the occasion and fresh hand-towels [paper or fabric] put out on rails or in a stack near the basin...the message "These are for you, guest!" is very clear that way. You might also put out a pretty [new!] cake of soap that is obviously "guesty" in quality and shape...hide or throw the family hand-soap is how that one goes...or put out a liquid soap thingie that smells good.

Any occasion where you will have many people using the facilities - Thanksgiving, super bowl, baby shower - they are nice to have when family visits and are great when your kids bring home "creative" friends. Really I just get them by the case at the Smart and Final so I can put them out whenever I have 3 or more guests so the guest towel isn't damp when they clean their hands. Good Luck!

guest towels as in the bathroom? use those only when you have people visiting that are strangers, business associates, associates of your husband, any one you want to influence. Usually those towels have an initial on them or lace or something special and go with the tiny soaps.

Relatives can get new towels but they don't have to be fancy towels, and when having your own family you can if you want use up your old towels.

No special occasion needed. You can offer pretty guest towels (paper) in your bathroom for them anytime but offer ones specific to the occasion when you have one, like wedding showers, baby showers, spring parties, 4th of July, Christmas etc.

any sort of reception or open house where numerous people will likely be washing hands. It just mkaes sense to have paper guest towels (and a large garbage can) handy. A cloth towel will not dry between hand-washings.
