The small, on-demand gas water heaters are great for saving on energy if you don't need lots of hot water, and the Europeans have been using them at least since the 1960's. They haven't really caught on here, and some plumbers I've talked with don't have a lot of experience with them.
I you have such a water heater, is it reliable? If something goes wrong how difficult is it to find someone to fix it? And are you saving a lot of energy?

Yes mine runs off propane and tell you what ill never go back to the big tank again . Real easy to hook up did mine myself no problems out of it for the last 2 years anyway . They also have them that run off of natural gas and electric. They come with instructions I'm sure your plumber can read if not get a new plumber

It is not rocket science, it is just a high powered in line water heater, an electric element the same as your stove wrapped around a pipe.

Unless you have a problem with obtaining fresh water it won't be worth installing. And moving from oil or gas powered hot water to electric is not going to bring the price down any. Your price to heat the water will likely go up.

Plus you will need to install more than one inline heater (one for each bathroom, kitchen, laundry, etc) because the whole point is to heat the water where it will be used rather than wasting the unheated water sitting in the pipe.

You will need to hire both a plumber and an electrician to install them, as well as a carpenter and drywaller if the heater is to be installed out of sight. Fixing it is more a function of good design and availability of parts, that is not within a plumbers control.

This is a decision you make only when building a new house in an area where your water supply is critically low. It isn't worth the price otherwise. At least not yet.
