The answer to this may be complicated. Let's try to explain it as simply as possible:

When you inhale the tuberculosis bacterium into your lungs, a lung infection (pneumonia) occurs and your immune system tries to stop the infection from spreading by forming scar tissue around the bacteria. If this happens, there are no symptoms, the TB is inactive, and you are not contagious. If the bacteria breaks through the scar tissue, pneumonia may occur and the TB may spread to your kidneys, bones, and the lining of your brain and spinal cord.

It may take months from inhaling the bacteria until you develop symptoms. It may take weeks.

This is a good tutorial about tuberculosis. http://www.nlm.nih.gov/medlineplus/tutorials/tuberculosis/htm/index.htm

That is individual and dependant upon the immune system of the person that is infected. However, TB testing will be able to detect exposure to TB within a month of that exposure. If you think you have been exposed, go to the public health department nearest you and get tested.
