i don't want very expensive things

midnight bowling, rent the skating rink one evening and have a party,
Get a group of friends and go to dinner somewhere nice, go dutch.
Have everyone over to your house and have a dinner party, you cook, they bring the cake, or something casual.

Rent out a building at the park and have your favorite local garage band play at your party.
Have a bonfire and hayride in someones pasture, with permision of course.

This web site has an entire section devoted to just " Sweet 16 " parties. It's a site that people tell about the parties they have given. They tell you everything from the invitations to the food that was served. Some of the parties were award winners. The list of different parties is huge. I'm sure you'll find something to your liking there. Have a fun 16th birthday.

You could go skiing or snowboarding. Or if you wanted to do something indoors you could try ice skating or roller blading. You also might be able to find an indoor pool. Try and do something that both you and your guests like.

I don't if you have mountains where you are but go snowboarding.
