Okay, so how many tons of CO2 do cargo ships from China emit? Where do incandescent lightbulbs come from? Are all CFLs made in China, or are some made in the US or in nearer countries? How many CFLs can one Chinese ship transport (in other words, what's the CO2 cost per bulb during transport)?
While your point might be valid, you need a lot more information to determine just how much greener CFLs are than incandescents.

look we passed more laws against all these bad things even though there were the same laws worded differently on the books already and this one will be just as useless because we cant/dont enforce the ones we already have
now will using these bulb save me money - proably
do i really care where they came from - nope
is there something better that lasts longer and is even cheap to operate - yup LED bulbs
