Yes, I think it's pretty much a given that on your birthday your significant other would pay. Of course, it's no one elses business who pays what. Their only business is that everyone has a great time.

You've invited people to be your guest at your birthday party. You ( or boy boy friend ) is expected to pay. You can't throw yourself a party and expect other people to pay for it. It's just not the proper thing to do.

on the invitation, you should have written "In leu of gifts, please bring $20 to cover the cost of dinner"
etc.
