All I can tell you is that Payless has many shoes made out of man made materials.

I've had trouble finding vegan shoe stores online...at least inexpensive ones. The best places to buy cheap shoes that consist of only man-made materials are Payless, Wal-mart, and K-mart. Target does carry vegan shoes, but they're hard to find...so you really have to look.

Payless has a lot of nonleather shoes.
Zappos (online) and Off Broadway Shoe Warehouse (bricks and mortar) have a modest selection of nonleather shoes. Unfortunately, Zappos' selection of vegan shoes is modest and seems to consist of mostly Crocs (ick).
Most of the stuff you have to buy online. Here are a few online retailers that sell vegan shoes.

I believe that Columbia makes some nice synthetic shoes. Also, I found a pair of Timberland shoes which are synthetic. It just required some legwork (quite a bit, actually).

I get mine from a company in New York that make the shoes out of fresh hemp. Idon't remember the name. They sell weed too.
