Well first of all, think about this.
Do you really want him to start dating you?
I know that you want to date him, but since he's already dating your friend; would you want to date a guy who would cheat on you for a friend, or leave you for a friend?
Second if you two are meant for each other i believe that things should work out in the end. It's kinda hard for me to think of a good solution to this, because if you start dating him even after they break up(if they do). You really don't date your friends exes. A crush is a crush, you will have more in your life, The grass always seems greener on the other side.
You actually stumped me on this one if you need more specific advice you can msg me....

If that person is a friend than you should leave her man alone and find you a new crush. Men are not worth ruing true friendships over.

BEEP.... BEEP.... BEEP.... Back away. If you were to even attempt to take her man away, you would get the reputation of a backstabbing whore. Not too many people are keen on being friends with someone who has such a reputation. There are plenty of men out there. Keep your hands off your FRIENDS' boyfriend. What comes around goes around.

Well, you can't really do anything. :/

He's got a girlfriend - of course he's not noticing you. It's not that you're doing something wrong, it's just that he's taken.

And taken by your friend, too. Don't mess with their relationship at all - no sabotage or anything.

If they break up, perhaps you could eventually date him, with your friend's permission.

Take a step back and examine what qualities about him you find so endearing and interesting then find men who are NOT currently engaged in a relationship that have those same qualities.

If your friend took your boyfriend away from you would you consider her your friend or your enemy? Why would you want to take her boyfriend away from her if she is your friend? What kind of person would that make you?

Don't be evil. That is your friend's bf. Find your own!!! That is the low of the lowest, when you take a friend's bf.
