This really depends on the kind of bird you have, the time of the year and if you really mean all of the feathers are gone.
Most birds moult. At certain times of the year, they will shed most of their feathers and grow a completely new set. At this stage many birds look quite straggly (but not completely bare), but it improves, and you should see the pins (the new feathers) coming through within a few weeks.
Sometimes other birds can peck at a new comer, or a weaker bird, and sometimes pull the other's feathers out. If your bird shares a cage, just keep an eye out to see if this is the case. Then he might have to be seperated, to let him get better.
Some birds - mostly those of the parrot family - will pluck out their feathers if they are bored or stressed. In this case you may have to see a vet for a cure.
Sometimes the birds have mites which bite them and make them itch. They can sometimes scratch so much they break the feathers. Treat the mites and the feathers usually grow back.
Birds without their feathers do look like they are all bones, because the feathers make them look much bigger than they do without them.
If your not sure what it is, talk to the vet or the bigger pet stores, and see what they think.
