I have PR visa of Quebec Canada, i am indian citizen, landing at Montreal, after landing at montreal, i want to move at toronto immidiatly OR after some time (2 or 3 months), how i can move. is tehre any procedure with Quebec government Or i can move easily.

Are you saying you have a Permanent Residence Card? That card allows you to live in Canada, just because you are landing in Quebec doesn't mean you are stuck there.

I would think you would be able to move to Toronto when you want to, all you would have to do is put a change of address in with immigration. Check with the local immigration office when you arrive in Montreal. Shouldn't be a problem
