Is there something which provides an HDMI port and simply relays the digital signal directly to a hard drive or to an existing video card?

HDMI is a bus (or a a digital interface)
You need an HDMI transmitter and an HDMI receiver.
In essence HDMI allows you already to stream digital AV data.
There are video cards with HDMI out

Is your intention to watch or store TV content on your computer? Unfortunately, HDMI has copy protection (HDCP) that limits the ability to intercept high definition content from the source to the display.
