Don't steal it. You live right next door and having it hidden in the house wouldn't be a happy life for it. Go over and tell them you want it. Ask them to give it to you for free and tell them you will take good care of it. Worst they can do is say, "no", right? If you want to offer them some money, I guess you could but not too much or they'll just go buy another dog and treat it bad, right? I like to TRY to give ppl the benefit of the doubt from time to time (depending on my mood, lol). Are you sure the arguments aren't being caused by one person, and the other person isn't the owner? Maybe that person has nothing but that dog to make them happy, and if you took it away, they'd be devastated and heartbroken! :( If you see any signs of abuse, neglect, malnutrition, etc. PLEASE do not hesitate to call the proper authorities. Animal abuse is illegal and punishable by law, and neglect IS a form of abuse. Remember, if you steal this dog, you'll be the bad guy when the cops roll around! Also, these people sound pretty ghetto and people like that LOVE drama, right? I mean, why do you think the cops are always around? Their moms didn't love them enough and now they act out like little kids for attention. If you steal their dog, these trashy people are going to make a GIGANTIC deal out of it. Hope everything works out :o

All your neighbors should have their dogs on a leash. That is the law in most states. But you should also try to work on your fear. Try getting help from someone you know who has a friendly dog. It might help if you work with a puppy or really small dog. Just let the owner hold the dog, and you come up and hold out your hand for the dog to sniff. He might lick your hand. But after he smells it, give him a little scratch on the head and maybe on the back. Whatever makes you comfortable. I am sure you know most dogs are safe and wouldn't hurt a person. It's just a matter of recognizing your fear and tackling it, one little step at a time. Like I said, try a dog that doesn't scare you as much at first, like a small puppy or an older dog who is really calm. Good luck!

I read your question about an hour ago and have been thinking about how to answer you. I remember a friend that had an unreal fear of cats, that's kittens too. Her's was a phobia, she was terrified. I'm wondering if you have a fear or a phobia? A 'fear' is easy to undo, a 'phobia' isn't. It isn't fair for people to allow their animals to run loose. The dogs run the risk of getting hurt or run over. And for someone who is genuinely frightened of dogs, they shouldn't have to worry about dogs on the loose. In most areas it's against the law for dogs to be running free unless they are in a dog park. Is it possible for you to talk with the owners of the dogs and see if they will keep them restrained? Dog owners, and I'm one, are a funny group. They will try and convince you that their dog would never hurt anyone. Not necessarily so. It isn't a silly fear, it's real whether the dogs would bite or not. I wish I could think of something you could do, but I can't. If the owner's are foolish enough to allow their dogs to run free, I doubt they are going to understand your fear and do someting about it.

Most cities have LAWS regarding dogs off leash. Where I live we have police cruisers even make a "U" turn to go after violators.
Call the non-emergency police number listed in the front of your phone book(City Government pages). Report the location and time of the violator. Tell them the dog charged you(even if it did not). You will get faster response time and the violator WILL be cited.
I have cited ALL of the violators that have been observed or reported to my Dept. It is a pet peeve(pun intended) of mine ever since I responded to a dead child call (killed by a pit-bull).
Personally I would like to see the statutes changed to cover all dangerous breeds(dogs that were bred to be vicious).
I always like the answer I get that goes like this. My dog will not attack, it's just like a kitty-cat. Wrong = your dog will probably not attack the owner(not always true) or other family members. And you picked that dog BECAUSE of it's forbidding presence. But the dog by it's very bloodlines WILL be VERY protective against ANYONE other than owner or family. I love getting to put down the vicious ones.

Find someone with a small dog that is very loving and start by getting used to it. You'd be surprised how fast you become attached. Then work up to a medium sized dog like a Beagle or Basset Hound and finally to a larger breed. If you go to the local animal shelter around you and tell them you are affraid of dogs but you would like to try and get over your fear I'm sure they would help you. They could even start you off with a puppy. As you learn more about dog psychology you will grow less affraid of them because you understand why they behave the way they do.

Call AC on the ones that don't obey the law. They are just dangerous.
It's a wise idea to get a friend who has a small dog to come and visit, get to know the doggy, and work your way up the sizes as you feel comfortable, you'll soon not have that fear and see how stunning dogs can be.

Dogs smell fear in humans who are afraid of them. So don't be. You can rope a friend who love dogs and have one that you are not too afriad to help you overcome your fear. Ask her to introduce you to the dog and slowly, you gain your confidence around them.

Avoid looking the dogs in the eye if u are afraid and juz walk on by like there is nothing around..

There are psychologists who can conquer all kinds of phobias. I've always been an animal lover. I currently have 3 dogs.....a German Shepherd mix & 2 pit bulls (all rescues). I was a mail carrier for almost 20 years. I was a dog lover before becoming a mail carrier.

You should not be frightened because most are docile dogs. And if you have a problem with the dogs not being on there leash, you should talk to the owner and tell them that you would feel more comfortable with them being on a leash.
