Most people who believe that God is all-forgiving only believe he is all-forgiving if you ask for forgiveness. Some even believe that you have to repent of your sins. If you do those things, then he is all-forgiving, no matter what you did. But if you do not ask for forgiveness, then you don't receive it. "All-forgiving" is not such a concrete and specific idea that can pinned down so easily. It can mean a number of different things.

God will forgive your sins, but you have to ask for his forgiveness in Reconciliation; thus, if people lead sinful lives and never ask for forgiveness, they are more likely to go to hell. There are also some sins (known as mortal sins) that are so bad they cut off a person's relationship with God; this too may increase a person's likelihood of being sent to hell. (This is coming from a Catholic, so I don't know how much of it applies to your religion.)

God explains that men will not be left to no end, he will be called to account for all that he has done, weather good or evil, " did ye then think we had created you in jest, and that ye would not be brought back to us for account" (XXIII:115) God calls people to account even for their intentions. He forgiveth whom he pleaseth, and punish whom he pleaseth. For god has power over all things. You see God is oft forgiving most merciful in that he gives us many chances in which to cleanse our selves. In praying five times a day, you are in fact cleansing your self from sins, as we are all human and fall short from the glory of Allah. It is he and he alone who is free from sin. It is in his forgiveness that makes him oft forgiving, If a man comes to Allah with an open heart, prays, repents, and ask for forgiveness, he may receive it. It is this that may save us, all sinners, from the fires of hell. You see God may forgive you from anything, least yea ask. It is god who saves you from your sin, and God alone. No sin is to great the forgiveness of God. The point here is first you must know your sin, ask for forgiveness, and turn from it. God is omnipotent. He can do whatever the hell he wants like send you to hell. He still forgives you though and that's all that matters cuz he's GOD. So shut up before you go to hell.

You must believe in god, surrender, and ask for forgiveness. Some people never believe in god or ask for forgiveness or think they've done anything wrong.

if the wicked person did go to heaven ..would it be heaven to them?
no i dont think so cus..there are no things that the wicked or bad person would like there.
.....and what if that person started to stir up the good people?
then what?
and the wicked dont burn forever but will be punished according to thier sins.
so god is forgiving but there are those that have rejected him to many times ...that his heart hardened up and gods voice wont reach him so he is controled by satan ....then hes lost.

I know in Islam, God is all forgiving but you have to earn it by doing good deeds and by His grace
In Christianity , God is not all forgiving, only through Christ are you forgiven

One cannot go to heaven if they have not lived under the laws of Christ. You cannot be forgiven unless you ask. God laid down laws and conditions and if we disobey we will be punished.The road to Hell is wide and many will go there.The road to heaven is narrow and few will enter.
