This way as the standard German, who was constructed from the German dialects.

The Esperanto is not a language romance, though it is a good option as an international language, since it includes families like Germanic languages and others.

I think it would be possible to create a generalized Romance dialect, but probably completely impractical. You have to remember that the romance languages that we know today are themselves the 'standardization' of a wide variety dialects spoken in a geopolitical area.

You mention Esperanto as being influenced by non Romance languages, but you'll find that to be the case in many of the Romance language. Spanish has a number of borrowings from Arabic. Most Spanish words that begin with 'al-' are of Arabic, not Latinate origin. Almuerzo (lunch) would be a good example of this. French also has been influence by other languages. While English is arguably the most 'romantic' of the Germanic languages, French is the most 'Germanic' of the romance languages. It was influenced by both the Frankish people and the Normans. Many of the words related to things like war, like 'guerre' are of Frankish origin.

The major problem I see with this project is that of national identity. Language is often one of the primary means of self-defining a culture. If you try to get people to speak a language other than their own, even if related, there's a sense that you're taking away a part of their identity. Swedish and Norwegian are very, very closely related languages, but yet the governments and people choose to consciously separate the two partly in the name of national identity.

Plus, I think there is strength in variety. These languages and dialects have been developing for hundreds and hundreds of years. I feel it would be a shame to try and homogenize the languages. Part of this is because the language you speak influences the way you think about the world. How can you vocalize a concept if you don't have words for it? So many of these languages and dialect have developed culture-specific terms and phrases that would be lost in a generalized Romance language. They would loose that certain 'je ne sais quoi' that makes each language unique. :)

So, I guess the short answers would be:

Yes, it's possible--but I don't think that it's a worthwhile endeavor.

Why are people so obsessed with creating a language that combines only the Romance languages? Even Esparanto, with bits in Polish, German, Spanish, Italian, etc... was a failure.

Languages evolve because of many factors. This project is: Mission Impossible!

Most languages used the most commonly spoken dialect to be used as the main idiom used for the official language.

Yes it is possible to construct a common version but it will be as successful as any constructed language.
Languages develop as did German which is closely related to Flemish, Dutch, and the Skandinavian languages but they all are different as the went different ways at one time or the other.

Not in our lifetime. It takes centuries, if not thousand of years to change a language, although any language of the world is changing all the time, but not in that way you and I want to. I admit that it would be very nice and the world would really need such a language, good question!
