Neither. Public opinion went against Rasmussen and Rabobank decided to pull him instead of getting bad press. His team says it was because he gave his team 'incorrect' information about his were abouts last month. Are we supposed to believe that they found out today they he had given them incorrect information? If it was earlier they should have tossed him earlier. It was because he was getting bad press.
Sorry to be cynical about the teams actions but every one is being cynical about Rasmussen. Oh that's right he has not tested positive in this tour and oh that's right he is not in violation of the rules of the random testing.

He didn't play by the rules. He went AWOL for his drug test. It is a shame what is happening in The Tour and in cycling.
