The Smirnoff answers are right. Smirnoff was put into an international competition with all of the other "top brands" and actually won! So, while people may put their noses up to Smirnoff, it is the one that will accomplish what you are trying to do for the best price.

Good Quality = would you drink it
The rule of most chefs is if you would not drink it don't cook with it. So the real answer is what Vodka do you have on hand and then use that. If the answer is none use Smirnoff or some other mid range you would use as a mixer - cooking does not require "top Shelf" like Pearl or Grey goose but using that won't be bad for the dish (but some would say a waste of Vodka) Your choice use what you like in vodka. If you're looking for cheap with quality, go with Red Tassel (about $19 CDN), Smirnoff (about $22 CDN) or Finlandia (about $24 CDN). It all depends on how smooth of a vodka you want. If you're using this recipe for making martinis or the like, spend the extra couple dollars on Finlandia, because a rough vodka makes for a rough drink, and it won't appeal to anyone.

For around $20 or so you can get 3 Olives, Efen or X-Rated those are all "mid level" quality.
If you can not afford those then just skip the vodka! Komchatka, Popov, Gordons are all gross and you may as well just skip the vodka altogether!
Skip the rot gut it will ruin your recipe.

smirnoff will work it is nowhere as good as grey goose or belvedere but you asked for the cheapest that will work not the best choice. If you go buy smirnoff you will want the red label 80 proof

I'd use absolute. But it's really not going to make that much of a difference, so you could also go with Smirnoff.
