BMI and scale are irrelevant numbers - they dont tell you how much muscle mass and body fat percentage you have which is what really matters.
you can be anorexic and have relatively high body fat percentage or you can be heavy but have very low body fat percentage (bodybuilders)
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
cardio is the only fat burning exercise and burns fat all over your body (running, jogging, swimming, spinning, elliptical etc) 4-6 times a week for 30-50min (ideally 45min because the first 20-30min body burns carbs and only then starts burning fat), light weight training (more muscle=faster metabolism)
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

A BMI of 27 is considered overweight, anything over 29 is obese. I was "overweight" a year or so ago and for a long time before that.
This may seem like a painfully obvious answer, but... eat 3 meals a day, small amounts of healthy food, exercise at least 20 minutes every day, it could be walking, running, anything that gets your lungs and heart working. If you absolutely need food between meals, eat fruit or nuts. This is what everyone asking the question of losing weight gets as an answer, and it is the only healthy way to do it. Using these methods, I went down from a BMI of about 25 or more to about 22.1 in only around 3 months, and even that was without too much excersize, only a bit of walking every other day. I am pretty close to 150 pounds, 5'9" and still growing at 15 years of age. Good luck.
