No, stain needs to absorb to get the right effect. Stripping the paint prior to staining is a definate, a messy job and alot of work. you might be better off repainting.

no no no - stain is only going to soak into the paint and bubble it - you must strip the paint off - by sandiing it or chemically.

no you either paint it...or stain the raw timber....dont do both...
if it is currently painted and you want to stain it...you will need to remove the paint first with stripper
