I will be taking my third year of French in the fall and I thought it might be helpful if I could write back and forth to someone in french. I'd love to write to someone even if they couldn't speak English at all but I don't know where to start. Are there any organizations that try to set up pen pals from different countries?
Suggestions are appreciated :)

Take a huge punt... Search Yahoo for Telecom france and choose a person in a Paris private house. Write to them (or several if you wish)... I'm sure this will give you a start. Alternatively of course you could ring the French embassy nearest you and give them something to do ! !

I'm talking to one right now. About two years ago I used some search engines to find online penpale sites. I created a free account, and posted alittle information about me and who I was looking for. Then some days later I recieved alot of emails from people wanting to be my friend. I weeded out the bad from the good and kept in touch with them through msn messenger. Two year flash forward, I'm only friends with two out of all those that I started off talking to.

I suggest 1) going to the government section of Y!A and asking in the embassy section. 2) Going to the French Y!A and asking in your best French.
