I can't tell from pictures of it but if not, what is there to do in it?

Yes, it is very small, at the tip top - if I remember correctly, you can look out of 4 different windows - one looks over to the White House, one looks to Lincoln's Monument, one looks over to the Capitol Building, and I can't remember where the fourth looks to. But, you do have to get a ticket early in the morning that assigns you a time to go up. You can't just show up and take the elevator.

Yes it does and at one time it could be reached by elevator or a 555 step stairwell. I have ridden up and walked down. But since 9/11, I am not certain if the stairwell is still open. At the top there are very small horizontal windows that you can look out of. The room is not very large as the elevator shaft takes up a good portion of the space at the top.

Yes - you have to ride the elevator to the top. You can't go outside - it's enclosed viewing through small window portals. As the person previously answered you can see four vistas and the one that wasn't mentioned was the Jefferson Memorial and Tidal basin is the other vista. The monument is the center of DC and you can do NW SW NE SE from it to the different sections of DC land. Thank you L'Efant for your creative design of DC.

Was up in it in 1959,but can't remember. Back then we walked all the way up but you can't do that now.
