Someone is in trouble. My grandmother use to work as a custodian at a school. One of her job duties was to put out the flags every morning. One morning after she put the flags up, several poice officers showed up and asked her if she was ok. Of course she was fine, they explained to her that she had hung the American flag upside down, which is a distress signal. This was started so that if someone was being held hostage they could display the flag like that and the hostage takers would be none the wiser that the cops will show up.

It's a distress signal. It is't a signal of surrender. Flying the flag on the left side of the car is a signal of surrender, because the white flag then goes on the right side.

it' an official distress signal, not to be taken lightly, or done as a protest. it's like S.O.S. or calling 911. "send help now!"
