You will see them not only near airports, but if you look at them like a pilot would, you'll see they are usually marking lines crossing areas that would look from the air like something that could be used for landing in an emergency.

AND NOW THE SIMPLE ANSWER:
There one simple answer.
They are mainly used around airports to show helicopters and airplanes plainly where something is. They are not intended for night use. This is for VFR landing aids only. It you are landing at night, you can see on the chart that there is a line there and the alt.
As for wind, BS, These lines don't hit or someone is getting fired.
As for animals, I have seen squirrels and birds on them. If they are on top of them, they can probably go to the left OR right of them at will......... not much on cutting down on traffic. On real high voltage lines, you never have a problem with squirrels. They are not on them. Period.

They are to warn pilots of the wires.
They are generally placed where the transmission lines pass over canals, highways or near airports frequented bu pilots.

They're usually seen on power cables across a road and are to show high vehicles and cranes...etc the height of the cable above the road to avoid contact with them

If you mean the colored balls, I believe they are there for visibility, so that aircraft do not fly into the wires. Notice that you only seem then near airports and helicopter landing pads.

no golf ball looks like a football. the only way golf balls differ in looks is their dimple design which you will only see when they get really close to the ball and what the logo or company that made the ball is.

I have heard that they are for visibility, but wouldn't those BIG towers be kind of a giveaway. Besides the towers have lights at night, the balls don't.
Personally I think they're great for target practice.
