My parakeet is acting weird.His wings are clipped. My dad thinks he broke a bone. My brother thinks he has amnesia. He used to step on to our finger, now he wont.

His wings have been clipped since we got him. he was fine before. He would flutter out of our hands and land hard on the tile

yesterday he looked like he was dying he barely moved, but 2day hes acting better

Did you just clip his wings? If so he may just be a little bit scared..
You didn't include how exactly he was acting. And no I don't think they can get amnesia.
EDIT-well.. then how exactly is he acting odd? The fluttering out of your hands is probably because he doesn't trust you guys yet. Sometimes birds will step up when you get them in the store but when they get to a new environment they'll be a bit freaked out. If he's walking, stretching, eating, sleeping, and drinking normally then he probably is fine.
EDIT NUMBER 2- ...So i'm assuming you've had him for a while now? Maybe he caught something. Your bird being fluffed is usually a bad sign. It usually either means he is sick or cold. Take him to a vet.
