If you do not pay them, the account is not activated. What they are saying is that they most likely put the activation fee on your account, and have been adding late payment fees, and interest. They are going to remove these charges and leave you with a zero balance.
You do not need to pay anything. If you do not want the account, do not activate it and you will owe nothing!

Call to cancel it. The only time you agree with their terms and conditions is when you use the card. If you have no intention to use, cancel it and annual fee should be remove.
If you don't do anything and the account is past due, you may have to deal with a bigger problem later. Protect yourself. Although you may never use it but for your peace of mind, cancel it asap.

If you do not already have an account with this company, tear up and throw away this "notice". This company is attempting to scare you into giving them money AND activating an account with them. All credit card companies want your business. Just beacuse you have been preapproved or because they ask you to open an account doesn't mean that you have to respond.

Do nothing...it should automatically cancel itself. But as a precaution, when I get this type of notice, I call customer service and ask for written verification that the account has been cancelled. That way, you have proof.

Read it again. If you don't activate it, the fees will be refunded. The account will not open and you owe nothing. Simple.

No.
If you did not sign up for the card, do nothing. they will cancel the account and legally cannot bill you.
If you start getting bills, call them and tell them to cancel all charges or you will report them to the BBB Better Business Bureau.

It says right there - if you don't send the payment, it will not be activated but cancelled. You don't have to do anything.
