Crack them half open. You need air to get in to keep the fire going. Opening them all the way allows more air, so the coals get hotter. Just slightly cracked gives you coals that are less hot.

It really all depends on what you want your meat to taste like. If you want a nice, smoky flavor, you can close the holes all the way. If you prefer it to have more of a grilled taste, leave the holes open. This is what I've heard from a lot of neighbors and It works good for me, too.

if you close the Top vents on a bbq grill, the fire will go out for lack of oxygen.
If they're open all the way, the fire may be too hot. So you need to adjust the holes (with something heatproof) to get the effect you want.

If you cover them, you will prevent exhaust of the smoke, and you will extinguish your fire.
The purpose of these wholes is to help you govern how hot your fire is. If too hot, close them by half. If still to hot, close them to 3/4 closed. Closing them limits the escape of the smoke, and thus the intake of fresh air, and will cool the fire.

the air holes are there to control how smokey the food gets. They are not temperature control.
If you like a rich charoal flavor, than leave them closed. Otherwise, open them up.
