Traditionally, it's the maid of honor.
But anyone can have one for her. I had one given by my coworkers for that crowd, one by my aunt for my side of the family and one by my MOH for my hubby's side of the family :)

A wedding shower for the bride is not a neccesity. However, it is usually the maid and/or matron of honor who are responsible for having the wedding shower. Along with getting help from the bridesmaids and the mother of the bride.
