well i already did the dotted line thing and then cut and copied on a new page. but i want to fill up the whole spot and it only fills up part of it.......... i dont white around it.

NO NO NO NO!!!! Just cut out what you want. Copy. Open another paint application and paste. But first you may have to resize it. Go to Edit/stretch/skew and put in a percentage. I think it's under edit. It's under one of those things.

use the tool that looks like a dotted square. click and drag it over the desired area.
