I have a bengal and live in NY, if you check on the internet with the breeder that has the breed you want they should be able to advise you but most of the breeds you mention shouldn't be a problem anywhere in the states; I got mine from a really knowlegeable and wonderful lady Karen Lemaster she owns Pleasant Pond Bengals and has some of the most beautiful cats you have ever seen. She is very helpful and knows alot about different breeds. Try her at www.pleasantpondbengals.com, or just google the breed you like and see the breeders near you.

Savannas are ok everywhere, same as Bengals, you can contact the breeders for specifics if you like. The Safari is still in the initial breeding lines, I think, and may be too new (anything less than 4 generations would probably have local ordinances agains them as exotic cats). Ask some of the breeders about that. You can find breeder sites online and all of them have an email address.

Egyptian Maus are a domestic cat breed and not a hybrid.

That is a hard one to answer. I think in some states, the ordinances vary from town to town.
