The best way might be to get him busted by the cops. Sound mean and cruel but the truth is that gambling is an addiction. If its not dealt with it will get worse. Getting a ride home in a police car to meet your parents is a lesson that will stick with him. Believe me I know. Because he is a minor there will be no permanent record of the event. This may get the parents involved and they may have some good ideas to help him as well. This also lets you help your brother as well. If you can do this somehow anonymously he will not have any resentment towards you for "rating" him out.

If you know the places he gambles then you can give the heads up by notifying those people that he's not allowed to gamble. If this works then he's going to try to find other places to gamble and that's when you tell the people who know that he's not allowed to gamble to spread the word.
I know this may sound inappropriate but you can put a picture of him around places that you know where he gambles and let the word spread around that way. Also you can call some casinos that help gamblers quit and ask if there are ways you can get someone to stop gambling.
Just taking a stab in the dark here.

How come a 10 year old is able to gamble? Where does he gamble? And with who? You should check out his friend, that might be the problem.

you have to tell your parents so they'll keep him home and at school watch him and if he dose it tell the princelble and he/she well tell your parents who well have someone watch him all the time until he stops or tell him thats its not ok to do it tell him you can gamble when your older but not now whilie your still a kid tell him that

Give him video games with gambling to do that instead of the real thing or... hehheh.... TIE HIM UP AND FORCE HIM TO WATCH BARNEY AND THE TELETUBBIES UNTIL HE LEARNS HIS LESSON--HAHAHAHA-- oh... I'm still typing... um... teach him the dangers of gambiling (like loosing your money, getting hustled,etc.)

pressure him to put big amounts into a fixed bet w u and u ll win and then give him some time to tell himself how dumb the deal was and then sit him down talk to him about how dumb the habit is and if ur a nice guy give him the money back
