I got a present of a badge from a friend, the badge has the following written on it
"Koopa Game Louda"
I know its ment to be a pun on asome latin pharse for a collage motto i think? Can anyone help?

It's a gag motto for "Nintendo University", similar to the honorific "magna c.u.m lauda". The "Koopa" refers to the bad guys in the original "Mario Brothers" game.

Where it comes from has already been explained.
The correct Latin phrase is
"magna c.u.m. laude"

which is a not a motto but a mark for your dissertation - second best though, best would be "summa c.u.m. laude"

The dots between the letters are just to override Yahoo "parental" control

It's probably a pun on "magna *** lauda" which means "with great praise". I have no idea what the badge means though.
