Why don't we just enforce the laws that we already have?

If I understand what you are saying its that manufacturing and farming should be done on the border so that people from both nations can work there easily. That sounds great but there isn't much farming you can do in that desert like territory of Arizona and New Mexico. It would work for manufacturing but not farming.

Food handling left under the supervision of Mexican Health officials would result in mucho sickness. California prohibits the import of fruit and vegetables during the California "growing season" this includes other states not just other countries. Manufacturing already is prevalent in Mexico, if your vehicle ID # starts with a 3 your car was made in Mexico.

Basically, your fundamental premise is a sound one. Joint investment in the border region by BOTH the United States AND Mexico would help alleviate the problems of staggering poverty and rampant illegal immigration.

Unfortunately, the government in Mexico City does not seem to be interested in developing the northern regions of the country.

Why don't we just close the border and deport all illegals and keep our farming where it is now, in places where things will actually grow. We can keep our manufacturing in Taiwan and India where the workers don't steal our services and work cheaper than the illegals here?

There already is their called maquiladoras and they are cheap labor factories owned by American Corp. in Mexico and they are on the decline because the labor, quality and price per unit is less than what we get from China.
