The metal finish you want is "Stainless" not chrome or nickel or blue.

First off you must be 21 years old to purchase a handgun. If you were to take it to a Gunsmith such as myself I would require proof of ownership and a photo I.D before any work was done on a gun finish.
Second there is no such thing as a Chrome finish. The finish is actally Nickel that is highly shined or bead blasted for a muted satin industrial chrome-like finish..
The cost of having this done would be expensive. The gun would have to be completely dissembled, the individual pieces,would be buffed, plated, buffed again and polished then re-assembled. All this takes hours to accomplish and must be done by hand! I charge between $350-450 for a handgun. I can honestly say that in 29+ years as a Gunsmith who does reblueing and refinishing work at my store/shop, I have only done Nickel finish for 2 customers..thats it..

You have to be 21 to purchase a handgun and handgun ammo, this is a federal law. A new revolver by Ruger or Smith and Wesson may cost over $500. A cheap Taurus, or Rossi is in the vicinity of $250-$275. Most place, you do not need a permit to buy, but to carry concealed, you need a state CCW. My advise is to forget about the chrome finish, get stainless steel, or plain blue finish.

I don't think any one sells a .38 with a chrome finish, so you would have to take it to a speciaty shop to have that done. The procedure will probably cost more than the original purchase price.
You have to be 21 by federal law to own a handgun, and as far as license is concerned, it will depend on local autorities.

The age to get one in most states is 21 and you can get a cheap 38 for as little as 200$ or a good one like a S&W for up to and somtimes more than 1000$ I would say that for 600 you can get a really nice S&W.
