The whole point of making homemade treats for your pets is so there are no preservatives.

Store the treats in an air tight container and use up quickly.

I don't know if this will help, but I found a recipe for horse treats that states they will keep for 2-3 weeks.

D-Ring Delights (Horse Treats)

1 cup flour
1 cup oats
1/2 cup carrots
1/2 cup apples
1 teaspoon sugar
1 teaspoon salt
2 teaspoons canola oil
4 peppermint candies
1/2 cup molasses

Mix together VERY WELL in large bowl in order as listed.
When you put the carrots and apples in, chop them up in a food processor until peices are as small as possible.
Wet hands with vegetable oil or pam.
Roll into medium sized balls about an inch to and inch and a half wide, then pat down.
Put in oven at 310-330 for 20-30 minutes depending on how hard you want them. I like to put it at 325 for 20 minutes.

You would have a better chance of getting an answer if you posted to Pets/Horses.
I have never heard of baking treats for horses, is this something new?
I always gave my horses carrots and they loved apples. I would sometimes give them oats and molasses. Once in a while some sugar cubes, not too often.
