Explanation of the style and design of R.O.C. (Taiwan) visas:
A. Types of visa: R.O.C. visas are divided into four categories according to the purpose of entry and status of the applicants:
B. Visitor Visas: Short-term visas, with a duration of stay of less than 180 days.
C. Resident Visas: Long-term visas, with a duration of stay of over 180 days.
D. Diplomatic Visas.
E. Courtesy Visas.
F. Limitations on Entry:
This refer to means the time limit set for visa holders. For instance, "valid until" (or enter before) April 8, 1999” means the visa is not valid after April 8, 1999 and should not, therefore, be used after that date.
G. Duration of Stay:
The duration a foreign national is allowed to stay in the R.O.C. after the he/she uses the visa is calculated from 12: 00 a .m. of the day following entry into the country.
1. Duration of stay usually can be divided into 14-day, 30-day or 60-day categories. Resident visas without additional ed duration of stay: Applicants should apply for an Alien Resident Certification (A.R.C.) at he local service center of National Immigration Agency within 15 days of entry or of being issued a resident visa. Should a foreign national holding an A.R.C.A wish to exit and re-enter the country within the period of validity, he/she should apply for a re-entry permit along with the an A.R.C.

II. Requirements
A. A passport valid for at least six months;
B. A duly completed application form with two photos;
C. An outbound airline ticket or verifiable proof of purchase of steamship ticket ;

III. Visa Validity
A. For foreign nationals from the countries with which the ROC has entered into reciprocal visa agreements, the validity of their Visitor Visas shall be decided in accordance with these agreements.
B. For other foreign nationals, a Visitor Visa is generally valid from three months up to one year.

Visitor Visa holders who are permitted to stay in Taiwan for sixty or ninety days and whose visas bear no such remark as "no extension will be granted" may apply at the nearest city/county police headquarters for a maximum of 120 or 90 days of extensions.

I believe everyone is required to have a Visa for any international travel anywhere. A Visa usually takes anywhere from about 6 to 8 weeks to receive. It can take longer if there are additional issues to be resolved (information about oneself; proof of your identity, criminal record; if you have one & I am not saying that you do, rather the country you're going to is friend or foe to the US, etc).
