I've owned 9 Rottweilers in my life. My wife and I showed and bred them over a period of 22 years. They can be absolutely wonderful dogs.
Unless you are getting a dog from Germany, it is not a german rottweiler. Even if the two parents are german, but the dog is bred here, it is not a german rottweiler. This is simply someone trying to market their dogs saying, in essence, that their dogs are better than somebody else's. Depending on their breeding program, that may or may not be true. Even if they are doing it the "german" way.
8-12 weeks old is very normal for puppies to be sold. Shouldn't be a problem. At the same time make ABSOLUTELY certain that both parents are OFA certified. Don't listen to anything about the puppy and OFA, it MUST be the parents. There are other potential health issues, but OFA is the major concern in the breed.

what the dog is 3 months old? I would check it's temperment and stuff first, but being 3 months old it would be better trained than a 8 week old pup. I would also find out why they are selling it at 3 months old. Did they buy it and couldn't cope with it, was it part of a litter and nobody else wanted it and if so why not? In general it doesn't matter what age the dog is as long as you have the time to train it properly.

No, but do research on the breed(s) so you know what to expect. People usually get puppies at the age of 8 weeks which is 2 months, only 1 month younger that what your puppy is. They are still trainable and impressionable at 3 months.

Three months is a good age to adopt a German rottie when you get one at that age you most start working with it right away unless you adopt it from a rescue or shelter they work with dogs on certain stuff they need to be introduced to kids properly and other animals they are very good companions and watchdogs.their still a puppy at that age they don't know what aggressive is yet so its good to work with them at a young age six weeks to about eight months.

No, I've had mine for almost seven years, and he's a really good dog. Treat the pup with love, and take care of it. You don't want a mean dog, because if you have visitors and they are bitten by it, there is a good chance of them calling Animal Control and having the dog removed from your home.

Absolutely not. My friend rescues them. Some are 3 or 4 years old and still very easily trainable. (The ones much older than that tend to be stubborn, he tells me.)

I got my last dog when he was 3 months,good for me.He seemed to understand orders a lot better at that age.Easy to train...
