Yes, prime it well. But, before you do, make sure that you take care of any edges that are coming up. Scrape them until you get to the paper that is stuck down. Spread a very thin layer of spackle or joint compound (drywall 'mud') over the edges that you scraped, to make it look even. Then prime the wall (I prefer an oil base primer, like 'Kilz'. Not as fun to work with, the fumes are awful, and the cleanup is messy, but it is better by far than a latex primer).
Then just paint the area.

Yes you can paint over wall paper but I would not recommend it it will look better and you do not need to worry about a primer. It may not be the easiest thing to do but if you do it right it will not be as hard as most people make it out to be. If you are just going to paint over it depending on the color you may need to prime it and if you prime it it will make it look more even. Make sure you wait long enough between coats of primer and paint.

Absolutely not. If you have a hard time removing the wallpaper here is an easy way to do it. Use a spray bottle of water and soak the paper. Leave on a few minutes and then peel the paper away. If it is really stubborn use a hair dryer after you have used the water and peel slowly. When finished, wash the wall thoroughly to remove all the leftover glue. Works for me.

I agree with Dennis. I ended up stripping the wallpaper in my bathroom after hearing my friend's story of how she had attempted to paint over her wallpaper, which did not turn out well. I used a spray bottle with mostly water and a small amount of liquid fabric softener. I soaked the wallpaper and used a spatula to scrape it off. It took a while, but when I was finished I was really glad I chose to take it off instead of painting over it. Good luck!
