Since the Active Military has reduced in size 32% since 2000, the National Guard has seen a definite increase in Federal Activation. The National Guard troops in Cuba are assisting with Security at Guantanamo Bay, and have been doing so since early 2002. Nothing new and nothing extraordanary about it.

we have possession of Guantanamo Bay area as a stipulation of Spain's surrender to us after the Spanish/American War.National Guard is going there to help with security.
