My young cat had the same thing, her tear duct is too narrow on her right eye, some times it gets swollen and the eye doesn't drain into the nose like it should. The vet could diagnose it with eye drops that glow under black light, you could see the drops came thru the left nostril but not the right.

He gave me some steroid eye drops for her, she didn't mind them and they fixed it. If it keeps recurring there's an operation to fix it forever.

Sounds like an eye infection. You will need to get it to a Vet in order to get an antibiotic to put on it. Otherwise, it will get worse and perhaps cause blindness.

Allergies or an eye infection. He needs to see a vet.

He may have scratched it or he could have a clogged tear duct or an ingrown hair. Take him to the vet. He's probably pretty darn uncomfortable.
