Yep, it's a myth. You will have to track down the executor of the estate of the original owner, have a duplicate title issued to his name, then have the title transferred to you. The cost is usually around $25 for a dupe title, and $50 for a transfer to you.
Ya see, this guy doesn't OWN the car unless he titled it, so he can't legally give it to you. For all you know, it could be stolen - then when you go to the DMV for the duplicate title, you're going to have a problem.

The executor of the legal owner's estate can sign it over to you. If you cannot locate that person you will have to apply for an abandoned title. I've done that twice, once in CA and once in TX. It took about 6 months to get a clear title and in the interim I could not register or operate the vehicles.
However, to file for an abandoned title you have to have some legal basis for it. In both of the cases that I did it, the vehicles were abandoned on my property. I could apply for an abandoned title, but my neighbor could not have. Since the vehicle was on a public road the person who sold it to you had no legal basis for any claim to the vehicle and had no right to sell it to you legally. Get your money back from that person.
Don't waste your time applying for a lost title. Only the legal owner can do that; it's for when you are the legal owner and have misplaced your title certificate.

get a lawyer.
it's not your problem. the guy who sold it to you should have the title for the car in the first place.
if he told you that THAT car is his and sold it to you, then he has no right to sell that because it's not HIS to begin with.
Either get your money back because it's a bad sale, sue him for selling property that isn't his, or let him get the rightful title for the car then hand it over to you ASAP.
For all you know the seller might be a scammer who just sold you a stolen car.

I don't know about the state that you are in, but in my state you can file for a lost title. I suppose we file at our revenue office, but I'm not sure how much it costs. Good luck.

If the guy was the heir, he has to go to the tax office, get an affidavit and get it notarized. You can use that to get a title, I do believe.
